City Clerk reported having received four (4) e-bids. Same were opened  
and accepted online through Quest, and are as follows:  
Vinton Construction Company, Bid Bond, $534,110.87  
Calnin & Goss, LLC, Bid Bond, $589,248.44  
De Groot, Inc., Bid Bond, $658,064.66  
Advance Construction Inc., Bid Bond, $716,617.72  
A motion was made by Brey, seconded by Reckelberg, to refer the bids to the  
Director of Public Infrastructure for tabulation and recommendation. The motion  
carried by the following vote:

3. Bids for 2024 Epoxy Painting - Pavement Marking Program, Project #WS-24-9  
City Clerk reported having received two (2) e-bids. Same were opened  
and accepted online through Quest, and is as follows:  
Brickline Inc Madison, Bid Bond, $49,996.35  
Century Traffic, LLC, Bid Bond, $90,703.75  
A motion was made by Reckelberg, seconded by Minikel, to refer the bids to the  
Director of Public Infrastructure for tabulation and recommendation. The motion  
carried by the following vote:

4. Agreement with Hartman's Town and Country Greenhouse for 2024-2026 Flower  
Planting in various areas downtown at a cost, including alternates, of $14,748.90 for  
2024; $15,264.15 for 2025; and $24,603.90 for 2026  
A motion was made by Alfred, seconded by Brey, that this agreement be entered  
into. The motion carried by the following vote:

5. Request for Sidewalk Privilege Agreement for aluminum sun shade system at 838  
S. 16th St.  
A motion was made by Reed, seconded by Brey, to have the City Attorney draft a  
Sidewalk Privilege Agreement. The motion carried by the following vote:

City Clerk submitted the following City Engineer's estimates for approval  
and payment:

A motion was made by Reckelberg, seconded by Minikel, to approve the  
payments. The motion carried by the following vote:
