5. Discussion and Action Items  
Out of State Travel/Training Request for Battalion Chief Charles Olson -  
Imagetrend Connect 2026 (May 11-15, 2026) - St. Paul, MN  
Assistant Chief Kraynek explained that the 2026 Fire Rescue budget  
supports this training; however, because it was not included in the list of  
trainings during the 2026 budget approval process, it is being brought to  
the standing committee for approval.  
Moved by Cummings, seconded by Reckelberg, that this Action Item be  
approved. The motion carried by the following vote:

No Parking - Loading Zone located on the south side of the southern leg of  
Lancer Circle adjacent to Manitowoc Lutheran High School.  
Manitowoc Lutheran High School Facilities Manager Mark Ross was  
present and explained that the school is requesting the commons area be  
designated as a no-parking zone. The current fifteen-minute parking  
restriction has proven difficult to enforce, and vehicles frequently park in  
unauthorized areas. Engineering Division Manager Greg Minikel was also  
present and stated that the change would require updates to existing  
signage, and City crews would paint yellow diagonal lines to clearly mark  
the no-parking area.  
A motion was made to repeal the current fifteen-minute parking ordinance  
and to draft an ordinance prohibiting parking in the designated area.  
Moved by Reckelberg, seconded by Cummings, that this Action Item be approved  
and referred to Council. The motion carried by the following vote:
