5. Discussion and Action Items  
1304 Michigan Avenue - brush over the alleyway between North 13th Street  
and North 14th Street.  
A motion was made for the City Building Inspection and Forestry  
departments to work with the property owner to take care of the issue by  
November 30, 2022. If the issue isn't resolved it should be brought back to  
Public Safety.  
Moved by Reckelberg, seconded by Kaderabek, that this Communication be  
accepted. The motion carried by the following vote:

Aye:  
Traffic concern on Wildwood Drive during Lutheran High School sporting  
events.  
Moved by Boldt, seconded by Reckelberg, that this Communication be placed on  
file. The motion carried by the following vote:

Aye:  
Suspended drivers, unregistered vehicles, and operating without insurance  
concerns.  
Our local law enforcement can't enforce beyond what the state mandates.  
Moved by Vanderkin, seconded by Kaderabek, that this Communication be  
placed on file. The motion carried by the following vote:

Aye:  
Request to draft an ordinance regarding Bicycles, E-Bikes, and Electric  
Personal Assistive Mobility Devices.  
Attachments:  
Police Chief Reimer made a recommendation to have the Assistant City  
Attorney review the City Two Rivers ordinance regulating bicycles, E-bike,  
and Electric Personal Assistive Mobility Devices and draft an ordinance for  
the City of Manitowoc. A motion was made to approve this  
recommendation and to bring the ordinance back to the Public Safety  
Committee.  
Moved by Reckelberg, seconded by Boldt, that this Request be accepted and  
placed on file. The motion carried by the following vote:

Discussion regarding the parking spot lease agreement.  
A motion was made to direct staff to review and make any necessary  
changes to the lease agreement effective in 2023.  
Moved by Kaderabek, seconded by Vanderkin, that this Communication be  
approved and referred to council. The motion carried by the following vote:

Request for traffic control signage at Wisconsin Avenue and North 12th,  
12th, 14th, and 15th Streets.  
Moved by Boldt, seconded by Vanderkin, that this Request be placed on file. The  
motion carried by the following vote:

Aye:  
Request for a four-way stop at the intersections of North 8th Street and  
Huron Street and North 11th Street and Huron Street.  
Because the 2-way conversion just went into effect, the committee feels it is  
too soon to decide as citizens are still learning the new traffic pattern. A  
motion was made to table this item and review the traffic data in one year.  
Moved by Reckelberg, seconded by Boldt, that this Request be tabled. The  
motion carried by the following vote:
