2. Bids for 2026 Asphalt Paving Program, Project #WS-26-4  
City Clerk reported having received three (3) e-bids. Same were opened  
and accepted online through Quest, and are as follows:  
Northeast Asphalt, Inc., Bid Bond, $112,108.15  
MCC, Inc., Bid Bond, $112,661.41  
Vinton Construction Company, Bid Bond, $115,297.15  
A motion was made by Nycz, seconded by Norell, to refer the bids to the  
Department of Public Infrastructure for tabulation and evaluation. The motion  
carried by the following vote:

3. Appeal from Property Owner for Snow Removal Assessment  
Property owner appeal for snow removal assessment at parcel 836-301-010  
Property owner not present at this time.  
4. Agreement with Kujawa Enterprises, Inc (KEI), for Baseball Diamond Renovations  
at Citizen Park, for a contract price of $19,194.00  
A motion was made by Nycz, seconded by Reed, that this agreement be  
approved. The motion carried by the following vote:

5. Agreement with America's Landscaping & Lawn Service, LLC, for grass cutting  
and trimming services for properties in non-compliance with city weed ordinance for  
a 3-year term at a rate of time and material  
A motion was made by Nycz, seconded by Norell, that this agreement be  
approved. The motion carried by the following vote:

City Clerk submitted the following one (1) change order for approval:  
Lunda Construction, CO#10 for Manitowoc Marina Dock Replacement  
Project, WO-24-22, ($8,400.03)  
A motion was made by Nycz, seconded by Alfred, that these change orders be  
approved. The motion carried by the following vote:

City Clerk submitted the following City Engineer's estimates for approval  
and payment:  
Strand Associates, Design of Rubick Field Dry Detention, Project  
#3516.036, Est. 17, $31,100.00  
Ayres Associates, Inc., STH 42 Sanitary Sewer Replacement, Project  
#45-0596.70, Est. 5, $3,866.99  
Strand Associates, South 19th Pumping Station, Project #3516.033,  
Est. 26, $12,475.78  
A motion was made by Nycz, seconded by Reckelberg, to approve the payments.
