Meeting was called to order by Chairman Cummings at 5:30 p.m.

REMOVAL OF CONSENT AGENDA ITEMS: None  
Any Committee Member may request removal of any item from the Consent Agenda, and such item  
shall be removed without debate or vote. Any item or part thereof removed from the Consent  
Agenda shall be separately considered.  
Approval of the Minutes from the August 3, 2022 Public Infrastructure  
Committee Meeting  
A motion was made by Alderperson Steven Czekala, seconded by  
Alderperson Chad Beeman, that the Minutes from the August 3rd meeting  
were approved. The motion carried by the following vote:

Custer Street Terrace Discussion  
G. Minikel said that the plan is to spray weed killer and re-seed 7-10 days later.  
The re-seeding had taken place at the end of May, but little watering was done  
by property owners to help grass to grow. Instead weeds took over and many  
people were refusing to cut.  
G. Minikel said the plan moving forward is to spray the weeds with weed killer  
and re-seed 7-10 days later.  
Committee will take no action at this time.  
Hecker Road and Viebahn Street Utility, Stormwater and Street Design  
Proposal  
Community Development is looking to contract with RA Smith for utility,  
stormwater, and street design services for the City of Manitowoc. The  
proposed development is located at the intersection of Viebahn Street and  
Hecker Road. The site is approximately 90 acres.  
The contract will be presented for approval at Council.  
A motion was made by Alderperson Steven Czekala, seconded by Alderperson  
Chad Beeman, that the proposal for Hecker Road and Viebahn Street Utility,  
Stormwater and Street Design was approved and referred to council. The  
motion carried by the following vote:

Request to rescind Special Assessment for Access to South 41st Street - 4023  
Custer Street  
G. Minikel explained that he had e-mailed with the property owner of 4023  
Custer Street last year. He discussed the outstanding special assessment that  
would be required to be paid before a driveway would be allowed at this time.  
Initially, the property owner said thank you and would consider paying at that  
time.  
Now the property owner is requesting the assessment to be waived for safety  
concerns. He would like his driveway access to be on South 41st Street.  
M. Cummings explained that for safety reasons and concerns, he would  
recommend rescinding the assessment. G. Minikel said he would recommend  
if there is safety reasons, that the driveway on Custer Street be closed off and  
no longer used, if there is a driveway construction on S. 41st Street.  
The Committee discussed and recommended referring to the next Board of  
Public Works meeting.  
S. Czekala made a motion to waive the assessment. M. Cummings seconded  
the motion.  
J. Brey stated that this is a recorded document.  
After further discussion, S. Czekala withdrew his motion and recommended  
forwarding to the Board of Public Works.  
A motion was made by Alderperson Steven Czekala, seconded by Alderperson  
Tim Boldt, that the Request to rescind a special assessment for 4023 Custer Street  
and allow driveway on S. 41st Street was referred to the Board of Public Works.  
The motion carried by the following vote:

Aye:  
Request from Hamann Construction for approval to build over an easement at  
2901 Calumet Avenue  
G. Minikel said he wasn't in support of the request to build over an easement. If  
the Committee supports, an agreement would need to be drafted.  
Chairman Cummings said that we shouldn't get in the way of an expansion of a  
business.  
S. Czekala said that if Schaus and Hamann are comfortable building over the  
sewer, the City will have an agreement in place, he doesn't see any reason to  
not allow this.  
A motion was made by Vice Chair Jim Brey, seconded by Alderperson Steven  
Czekala, that the Request to construct over an easement with the condition of an  
Agreement to be drafted by City Attorney, Hamann Construction and Schaus  
Mechancial was approved and referred to council. The motion carried by the  
following vote:

900 Block of South 22nd Street Wrong Way Traffic Issue  
G. Minikel put together a few different design options with costs for S. 22nd  
Street between Washington Street and Franklin Street.  
J. Brey would like to hear from property owners. T. Boldt and M. Cummings  
agreed.  
The recommendation was to invite property owners to next meeting in October.  
A motion was made by Vice Chair Jim Brey, seconded by Alderperson Tim Boldt,  
that the recommendation to invite the property owners of the 900 block of S. 22nd  
Street to discuss one-way / two-way traffic was approved for the October  
meeting. The motion carried by the following vote:
