Alderperson Norell called the meeting to order.

2. Bids for 10th Street (Chicago - Washington) Streetscape, Project #WS-26-20  
City Clerk reported having received one (1) e-bid. Same was opened and  
accepted online through Quest, and is as follows:  
Vinton Construction Company, Bid Bond, $119,767.00  
A motion was made by Nycz, seconded by Beeman, to refer the bid to the  
Department of Public Works for tabulation. The motion carried by the following  
vote:

3. Bids for Manitowoc Public Library Renovation of Meeting & Study Room Spaces -  
REBID, Project #WB-26-18R  
City Clerk reported having received one (1) e-bid. Same was opened and  
accepted online through Quest, and is as follows:  
Hamann Construction, Bid Bond, $310,583.00  
A motion was made by Nycz, seconded by Beeman, to refer the bid to the Library  
Board for tabulation. The motion carried by the following vote:

4. Noxious Weed Assessment Appeals  
Property owner appeal for noxious weed assessment at 2200 Rankin St.  
Property owner appeared to explain their appeal. Board and property  
owner discussed the assessment.  
Moved by Nycz, seconded by Beeman, to uphold the assessment. The motion  
carried by the following vote:  
6 - Reed, Alfred, Nycz, Norell, Beeman and Minikel  
Aye:  
Property owner appeal for noxious weed assessment at 714 S. 27th St.  
Property owner was not present.  
Moved by Nycz, seconded by Beeman, to uphold the assessment. The motion  
carried by the following vote:

5. Change Orders  
City Clerk submitted the following two (2) change orders for approval:  
Vinton Construction Company, CO #2 for 2026 Red Arrow Beach  
Access Improvements, WS-26-14, $25,832.77  
Fearing's Madison AV, CO #3 for Council Chambers Audio/Video  
Upgrade, WO-26-12, $131.16  
A motion was made by Nycz, seconded by Beeman, that these change orders be  
approved. The motion carried by the following vote:

City Clerk submitted the following City Engineer's estimates for approval  
and payment:
