Mayor declared the meeting open for a public hearing on this matter.  
City Clerk reported that the notice of the public hearing was published in  
the Herald Times Reporter on November 3, 2024. (Proof of publication is  
on file in the City Clerk's Office.)

Public Hearing to be held at 6:31 p.m. for the purpose of hearing any and all  
interested parties in the matter of a proposed street vacation for an unimproved  
Ebony Avenue

the Herald Times Reporter on October 28, 2024, November 4, 2024 and

2022 Cost Settlement Agreement with Newell Operating Company

pending any minor revisions by legal counsel. The motion carried by the

General City budget of proposed 2024 levy for 2025, in the amount of  
$19,043,593 with $1,518,202 in proposed tax incremental financing  
Moved by Norell, seconded by Reckelberg, to reduce the City of Manitowoc's  
2025 capital borrowing from $7,179,982 to $6,679,982 by removing the $500,000  
Red Arrow Boat Beach Access/Launch Reconstruction Project. The motion failed  
by the following vote:

Moved by Reckelberg, seconded by Norell, to amend the City of Manitowoc's  
2025 Proposed Budget as follows:  
1. Increase Interest & Dividend Income in the Treasurer's budget from $550,000 to  
$750,000 account number 1100-14200-481100 which increase Income in the  
General Fund by $200,000.  
2. Decrease Retirement/Termination Payout in the Contingencies area account  
number 1100-19100-513700 from $100,000 to $-0- as the departmental budgets  
have funds budgeted for the known and expected retirements. Reduces  
expenses in the General Fund by $100,000.  
3. Decrease Other Capital Improvements in the Community Development budget  
account number 1100-61100-582900 from $250,000 to $-0- decreases expenses in  
the General Fund by $250,000.  
4. The above amendments make $550,000 available in the General Fund. I move  
that the $550,000 freed up in the General Fund be transferred to the appropriate  
area or areas in the Capital Project Fund #4300 to reduce the amount of  
borrowing needed in 2025 by $550,000. Borrowing would then be reduced from  
$7,179,982 to $6,629,982 for general purposes.

reduce the levy by $200,000. The motion tied by the following vote. Mayor Nickels  
cast tie breaking vote as Nay. Motion failed.

Property owner spoke on his behalf and agreed to the terms that the  
assessment will be rescinded, but the property owner will not be able to  
appeal if it happens again.
