made a motion for Jodi Brey to fill the vacancy as per the Committee of the  
Whole recommendation. Alderperson Reckelberg made a motion to close  
nominations and cast an unanimous ballot, seconded by Alderperson Sitkiewitz.

Mayor declared the meeting open for a public hearing on this matter.  
City Clerk reported that the notice of the public hearing was published in  
the Herald Times Reporter on August 25, 2025, August 31, 2025 and  
September 8, 2025. (Proof of publication is on file in the City Clerk's  
Office.)

Conditional Use Permit to The Neighborhood of Manitowoc County, Inc for the  
temporary establishment of a 12 bed Emergency Housing Warming Shelter  
located at 702 State Street. The motion carried by the following vote:

Sitkiewitz made a motion to elect Alderperson Bill Schlei to the Plan  
Commission by an unanimous ballot, seconded by Alderperson Norell.
