Meeting was called to order at 5:31 by Chairman Cummings.

3. Public Comment  
Zack Maule was present to discuss areas in the City that he would like to see  
improved. This included the roundabout, areas downtown and near the lake.  
He would like to see more dying ash trees removed.

These items will be approved by one motion unless any Committee Member wishes to remove an  
item for discussion.  
REMOVAL OF CONSENT AGENDA ITEMS: None  
Any Committee Member may request removal of any item from the Consent Agenda, and such item  
shall be removed without debate or vote. Any item or part thereof removed from the Consent  
Agenda shall be separately considered.  
Approval of Minutes from the December 7, 2022 Public Infrastructure  
Committee Meeting  
A motion was made by Vice Chair Jim Brey, seconded by Alderperson Steven  
Czekala, that the Minutes from the December 7, 2022 meeting were  
approved. The motion carried by the following vote:

Bay Lake Technical Assistance Grant for Calumet Ave Corridor Concept  
Plan & Lakefront Park Beach Access Concept Plan  
D. Koski reported that we are looking to apply for a Technical Assistance Grant  
through BLRPC to assist with two projects. One is the cross-section of  
Calumet Avenue and S. 35th Street. The second project would be a concept  
design for Lakefront Park Beach Access.  
A motion was made by Alderperson Steven Czekala, seconded by Alderperson  
Tim Boldt, that the Request to apply for Bay Lake Technical Assistnace Grant for  
Calumet Ave Corridor and Lakefront Park Beach Access Concept Plan was  
approved and referred to council. The motion carried by the following vote:

Name Change of Clay Pit Road Park to Manitowoc Chiefs Youth Football  
Park  
Attachments:  
The Committee along with Mayor and Staff were in favor of changing the name  
of Clay Pit Road Park to Manitowoc Chief's Youth Football Park. Google Maps  
will need to be updated as well.  
A motion was made by Alderperson Tim Boldt, seconded by Alderperson Steven  
Czekala, that the Request for Park name change from Clay Pit Road Park to  
Manitowoc Chief's Youth Football Park was approved and referred to council.

Waiver of Park Hours at Lakeview Park for Scenic Shore Bike Tour,  
recommending approval of waiver, with park of choice approved by the DPI  
Staff.  
B. Wetenkamp was present to discuss the Scenic Shore Bike Tour has  
changed the park location a few times and requested permission to allow the  
waiver of hours to the park of choice as long as approved by DPI.  
D. Koski said they have been coming for several years and he is in favor of  
approving to the park of their choice with Committee approval.  
A motion was made by Vice Chair Jim Brey, seconded by Alderperson Steven  
Czekala, that the Request for waiver of park hours was approved for consent  
agenda with DPI Staff approving Park location. The motion carried by the  
following vote:

Out of State Travel Request for Kara Ottum for the Transit Bus Summit to  
Dallas, TX, recommending approval of request  
D. Koski explained that the travel request has been extended to the Transit  
Manager at a cost of $300.  
A motion was made by Vice Chair Jim Brey, seconded by Alderperson Steven  
Czekala, that the Transit Manager's Out of State Travel Request was approved  
for consent agenda. The motion carried by the following vote:

amendment  
A motion was made by Vice Chair Jim Brey, seconded by Alderperson Tim Boldt,  
that the Transit Budget Amendment Request was referred. to the Finance

Roncalli Catholic School Facility Use Agreement 2023, recommending  
approval  
A motion was made by Alderperson Steven Czekala, seconded by Alderperson  
Tim Boldt, that the Roncalli Catholic School Facility Use Agreement was  
approved for consent agenda. The motion carried by the following vote:

Manitowoc Public School District Facility Use Agreement 2023,  
recommending approval  
A motion was made by Vice Chair Jim Brey, seconded by Alderperson Steven  
Czekala, that the Manitowoc Public School District Facility Use Agreement was  
approved for consent agenda. The motion carried by the following vote:

Request for Questcdn Planholders Increase, recommending approval of  
$10 increase for a total of $60 download and bid fee  
S. Birr explained that the fees for Quest increased and to keep the revenue as  
budgeted, Engineering is looking to increase the download and bidding fee by  
$10. The updated fee will be $60.  
A motion was made by Alderperson Tim Boldt, seconded by Alderperson Steven  
Czekala, that the Request to increase Questcdn download and bidding fees to  
$60 was approved for consent agenda. The motion carried by the following vote:

Manitowoc Parks and Recreation Facility Scheduling Priority 2023  
A motion was made by Vice Chair Jim Brey, seconded by Alderperson Steven  
Czekala, that the Parks and Recreation Facility Scheduling Priority was approved  
for consent agenda. The motion carried by the following vote:

Tree Removal & Sidewalk Replacement at 1901 Marshall Street  
G. Minikel explained that the only time we have paid for tree removal was during  
a reconstruction project. Sidewalk is typically replaced within the sidewalk  
program. We do not want to set precedence.  
A motion was made by Alderperson Steven Czekala, seconded by Alderperson  
Tim Boldt, to deny the request and referred to council. The motion carried by the  
following vote:

through April 10, 2023), recommending approval

approved for consent agenda. The motion carried by the following vote:
