Present:  
Request for "No Parking - Loading Zone" at 810 South 18th Street.  
Mr. Schwoerer from 810 South 18th Street explained since construction at  
Wisconsin Aluminum Foundry is complete the parking has been better but  
he still has concerns about the large truck exiting from the driveway across  
the street from his residence. Police Chief Nick Reimer contacted  
Wisconsin Aluminum Foundry about this concern and was advised larger  
trucks primarily use Clark Street or South 16th Street. After further  
discussion, parking will not be restricted in this area.

Request for a crosswalk in front of Burger Boat on Spring Street.  
Brianna Sprague from Burger Boat attended the meeting to request a  
flashing pedestrian crosswalk on Spring Street due to the number of  
employees that are crossing the street to get to and from work. This item  
will remain on the agenda and Brianna will talk with Burger Boat to see if  
the company would fund the project.  
Request for a crosswalk at the intersection of Rapids Road and Ellis  
Street.  
Engineering Division Manager Greg Minikel and Police Chief Nick Reimer  
explained their safety concerns about placing a crosswalk at this  
intersection.  
Moved by Vanderkin, seconded by Kaderabek, that this Request be denied and  
placed on file. The motion carried by the following vote:

Joint Powers agreement between Manitowoc County Joint Dispatch  
Center and the City of Manitowoc effective March 1, 2024.  
Moved by Vanderkin, seconded by Boldt, that this Agreement be approved and  
referred to Council. The motion carried by the following vote:

Discussion and possible action on request to become a delegate City with  
the State of Wisconsin.  
Fire Chief Todd Blaser and Inspection Supervisor Bill Nichols presented  
information about becoming a delegate City as a process improvement for  
the City of Manitowoc. The opportunity to become a delegate for the state  
is to allow approved plans to happen much quicker than what the City is  
currently seeing coming from the State of Wisconsin. This also allows the  
contractor to choose a path A or path B when getting a plan review  
approved. Bill Nichols provided a presentation on the benefits of becoming  
a delegate City with the State of Wisconsin. President DA Mattox from  
E-Plan Exam was present to answer questions.

A motion was made by Alderperson Darian Kaderabek, seconded by Alderperson  
Brett Vanderkin, that this meeting convene in closed session at 6:24 p.m. The

the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the

specific personnel problems or the investigation of charges against specific persons except where  
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
