Commissioner Tom Bare announced that nominations were in order for the  
election of President of the Police and Fire Commission.  
Commissioner Tom Bare nominated Commissioner Michael Wellner as  
President of the Police and Fire Commission.  
4. Election of President of Police and Fire Commission  
Moved by Sauer, second by Zigmunt, and unanimously carried to elect  
Commissioner Michael Wellner as the President of the Police and Fire  
Commission.

specific personnel problems or the investigation of charges against specific persons except where  
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
