Mayor declared the meeting open for a public hearing on this matter.  
City Clerk reported that the notice of the public hearing was published in  
the Herald Times Reporter on September 4, 2022 and September 12,  
2022. (Proof of publication is on file in the City Clerk's Office)  
Matt Sauer spoke in favor of the Conditional Use Permit. Dawn Kasen  
represented The Haven in Manitowoc which is in favor of the Conditional  
Use Permit. Donna Firman spoke in favor of the Conditional Use Permit.
