5. Discussion and Action Items  
1540 South 9th Street - Proposed Mid-Block Crosswalk at the JFK Field  
House.  
Earlier this year, Engineering Division Manager Greg Minikel shared that  
he had a discussion with Lincoln High School Principal Hoffman about  
enhancing the safety of the surrounding buildings. Greg also mentioned that  
in August, the school replaced the driveway leading to the JFK handicap  
parking lot; however, a portion of this new pavement would need to be  
removed to create an ADA-compliant crosswalk. Currently, it is unknown  
whether the school district is still interested in installing the crosswalk, as  
Principal Hoffman was absent from the meeting. A motion was made to  
place this item on file.  
Moved by Reckelberg, seconded by Cummings, that this Request be placed on  
file. The motion carried by the following vote:

Review of the City's signage and controls at various intersections;  
recommending for Alder Reckelberg to chair/establish a subcommittee to  
review City intersections and bring back a plan to the committee  
Alder Reckelberg introduced this topic after encountering a social media  
post about an accident that took place in the City of Manitowoc. This post  
sparked a conversation regarding the number of uncontrolled intersections  
in Manitowoc compared to neighboring cities. Alder Reckelberg proposed  
the formation of a subcommittee to examine the city's intersections for  
inconsistencies.  
A motion was made to create a subcommittee tasked with reviewing  
intersections across the City of Manitowoc and assessing the current  
signage. Alder Reckelberg will lead the development of this subcommittee  
in collaboration with city staff.  
Moved by Cummings, seconded by DeBaets, that this Communication be  
approved and referred to Council. The motion carried by the following vote:

Resolution modifying the fee schedule for Building Inspection Plumbing  
Plan Review  
Inspection Supervisor Bill Nichols clarified that the updated fee schedule  
aligns us with the State fee schedule as a delegated inspector.  
Moved by Cummings, seconded by Reckelberg, that this Resolution be approved  
and referred to Council. The motion carried by the following vote:

Installation of traffic signs at the intersection of Columbus Street and South  
9th Street.  
Alder Cummings clarified that this intersection can be quite confusing.  
Vehicles traveling north on South 9th Street often assume it is a four-way  
stop and begin to pull out, mistakenly believing that vehicles on Columbus  
Street will stop. Alder Cummings made a motion to make the intersection  
of South 9th Street and Columbus Street a four-way stop. This motion  
failed for a lack of second. A second motion was then made to place the  
item on file.  
Moved by DeBaets, seconded by Anderson, that this Request be placed on file.
