Alder Reckleberg opened the hearing by explaining the procedures that  
would govern the proceedings. He then administered the oath to all  
individuals who would be presenting evidence.  
On behalf of the City, Chief of Police John Musial presented the City's  
evidence and called Cindy Hogan and Denise Sheehan as witnesses to  
provide their recollection of the incident. Following the City's presentation,  
the Public Safety Committee and the contesting party, Adam Braunel, were  
allowed to question the City's witnesses.  
Mr. Braunel was then allowed to present his evidence in opposition to the  
Chief's determination. Upon the conclusion of his presentation, the  
Committee and the City were allowed to ask questions of Mr. Braunel.  
After both parties had concluded their presentations and questioning, each  
was allowed to provide a closing summary of their position.  
The Public Safety Committee found that the evidence supported the Chief  
of Police's determination. The Committee voted to uphold the  
determination, declaring "Teddy" a prohibited dangerous animal and  
ordering that the dog be removed from the City limits of Manitowoc.  
Moved by Cummings, seconded by Beeman, that this Action Item be accepted  
and placed on file. The motion carried by the following vote:

Weather Siren Schedule and Criteria Change

Fire Chief Kraynek explained that, after reviewing the current schedule and  
criteria for activating the City's severe weather sirens, he found that the City  
of Manitowoc is the only community in the area that deviates from the  
activation standards used by surrounding municipalities. Chief Kraynek  
recommended aligning the City's siren activation criteria with those used  
by Manitowoc County and neighboring communities. This change would  
create consistency throughout the county, reduce public confusion, and  
ensure residents receive uniform warnings during severe weather events.  
He also recommended adopting Manitowoc County's schedule for routine  
siren testing to further improve consistency.  
Moved by Anderson, seconded by Cummings, that this Communication be  
accepted and referred to Council. The motion carried by the following vote:
