5. Discussion and Action Items  
Pedestrian traffic concern on South 10th Street at the intersections of  
Division Street and Columbus Street.  
A motion was made to install additional pedestrian signs at the intersection  
of South 10th and Division Street on the opposite sides of the existing  
signs and to also send this request to Finance for a CAWG request to  
install rapid flashing beacons.  
Moved by Beeman, seconded by Boldt, that this Action Item be approved as  
amended and referred to Council. The motion carried by the following vote:

Prohibited Dangerous Animal objection by Ramona Wolf for Jade.  
The animal’s owner and caretaker were allowed to present evidence as to  
why the animal should not be declared a prohibited dangerous animal.  
They explained all the measures taken to ensure Jade would not be able to  
get out of the yard. The Public Safety Committee approved the appeal  
against the order declaring Jade as a prohibited dangerous animal. Jade  
will be allowed to remain in the City of Manitowoc.  
Moved by Vanderkin, seconded by Boldt, that this Action Item be approved and  
placed on file. The motion carried by the following vote:

Request for crosswalk in front of Burger Boat on Spring Street.  
Request for a controlled intersection at North 8th Street and Huron Street.  
After further review of the accident data and sight view of the area,  
Engineering Division Manager Greg Minikel recommended placing "no  
parking" signs on the west side of North 8th Street from the North curbline  
of Huron Street to the North curbline of Cleveland Avenue. Due to this being  
a residential area and would restrict property owners from parking in front  
of their houses a motion was made to place this item on file due to data not  
warranting a controlled intersection.  
Moved by Vanderkin, seconded by Beeman, that this Action Item be placed on  
file. The motion carried by the following vote:

A motion was made by Alderperson Brett Vanderkin, seconded by Alderperson  
Tim Boldt, that this meeting convene in closed session at 6:16 p.m. The motion

Notice is hereby given that the above governmental body may adjourn into a closed session during  
the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the  
governmental body to convene in closed session for the purpose of considering financial, medical,  
social or personal histories or disciplinary data of specific persons, preliminary consideration of  
specific personnel problems or the investigation of charges against specific persons except where  
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect  
upon the reputation of any person referred to in such histories or data, or involved in such problems  
or investigations.
