These items will be approved by one motion unless any Committee Member wishes to remove an  
item for discussion.  
REMOVAL OF CONSENT AGENDA ITEMS: None  
Any Committee Member may request removal of any item from the Consent Agenda, and such item  
shall be removed without debate or vote. Any item or part thereof removed from the Consent  
Agenda shall be separately considered.  
Approval of the Minutes from the November 5, 2025 Public Infrastructure  
Committee Meeting  
Public Infrastructure Meeting Minutes from November 5, 2025 Approved.  
A motion was made by Alderperson Brett Norell, seconded by Vice Chair  
William DeBaets, that the November 5, 2025 Minutes are approved. The  
motion carried unanimously.  
6. Discussion and Action Items  
Request to name a set of Tennis Courts at Lincoln Park in honor and memory  
of Bob Nelson, Recommending approval  
Steve Mirsberger, is asking to dedicate tennis courts after Bob Nelson. Bob  
spent many years serving the community with his tennis talents including tennis  
camps. Parks department in support. No discussion.  
A motion was made by Vice Chair William DeBaets, seconded by Alderperson  
Brett Norell, that the Request to name a set of Tennis Courts at Lincoln Park in  
honor of Bob Nelson was approved for consent agenda. The motion carried by  
the following vote:

Aye:  
Manitowoc Futbol Club Agreement, recommending approval  
Futbol Club is running out of space. They would like to utilize Evergreen  
Cemetery West for soccer practice.  
A motion was made by Vice Chair William DeBaets, seconded by Alderperson  
Brett Norell, that the Agreement to allow Futbol Club to use Evergreen Cemetery  
West was approved for consent agenda. The motion carried by the following  
vote:

Aye:  
Resolution for Silver Creek Stream Restoration Project  
Resolution for Silver Creek Stream Restoration Project: Bock Wetenkamp  
stated they have been receiving grants for this project the last 5 years and  
would like to move forward with completing the restoration.  
A motion was made by Alderperson Brett Norell, seconded by Vice Chair William  
DeBaets, that the Resolution for Silver Creek Stream Restoration is approved and  
referred to Council. The motion carried by the following vote:

T-Mobile Hometown Grant - Red Arrow Beach Access  
T-Mobile Hometown Grant - Red Arrow Beach Access Brock Wetenkamp  
asked for the money to be used for event space covering.  
A motion was made by Vice Chair William DeBaets, seconded by Alderperson  
Brian Anderson, that the Request to use the T-Mobile Hometown Grant for the  
Red Arrow Beach Event Covering was approved. The motion carried by the  
following vote:

WIDNR Surface Wetland Surcharge Grant  
Attachments:  
WDNR Surface Wetland Surcharge Grant - Brock Wetenkamp is requesting  
this $40,000 grant be used towards the Silver Creek Restoration Project.  
A motion was made by Vice Chair William DeBaets, seconded by Alderperson  
Brian Anderson, that the Request to use the WDNR Surface Wetland Surchage  
Grant for the Silver Creek Restoration project was approved. The motion carried  
by the following vote:

Approval of Recreation Fees, recommending approval  
Parks Department is asking that a section of fees that was missed during the  
budget approval be added to the 2026 list.  
A motion was made by Alderperson Brett Norell, seconded by Vice Chair William  
DeBaets, that the Request to add a section of Parks Department fees previously  
missed to the 2026 budget was approved. The motion carried by the following  
vote:

Kayak Rental Vendor Discussion  
Attachments:  
Parks Department is asking to have a self serve kayak rental kiosk placed at  
River Point and possibly at Manitou Park. Currently seeking an agreement with  
Ben & Stephanie Peters. City Attorney is creating agreement.  
A motion was made by Vice Chair William DeBaets, seconded by Alderperson  
Brian Anderson, that the Request to place a self serve Kayak Rental kiosk at  
River Point be approved once agreement has been written by City Attorney. The  
motion carried by the following vote:
