1. Call to Order  
The meeting was called to order at 5:30 p.m.

Approval of the Consent Agenda  
Moved by Vanderkin, seconded by Czekala, to accept the Consent Agenda Items  
as presented. The motion carried by the following vote:

Approval of December 5, 2022 Personnel Committee Minutes.  
Review of Legal Fees Billed out Through December, 2022 and January,  
2023-Human Resources.

5. Discussion and Action Items  
Request for Residency Accommodation-Fire Department-Tews  
Tyler Tews presented his background and the start of his  
Firefighter/Paramedic position with the City of Manitowoc, along with his  
reasons for requesting an exception to the residency provision, which  
states all employees shall establish their primary residence within 25 miles  
of the City of Manitowoc limits within one year of employment. He  
described his current residence location and the distance being 27.4 miles  
from work. He asked for an extension to the residency provision for the  
reason of saving money to move.  
Alder Steve Czekala questioned if there was a gray area for distance  
requirement. Alder Eric Sitziewitz stated none and reiterated the timeframe  
for the required residency distance. Alder Steve Czekala motioned for a 6  
month extension in addition to the requirement and Alder Chad Beeman  
seconded it. Alder Eric Sitziewitz amended only to apply to his current  
residence.  
Moved by Czekala, seconded by Beeman, that this request for a 6 month  
residency extension as long as he resides at his current address during that time  
be approved and referred to council. The motion carried by the following vote:
