shall be removed without debate or vote. Any item or part thereof removed from the Consent  
Agenda shall be separately considered.

5. Discussion and Action Items  
Flashing Pedestrian Crossing at the intersection of South 14th Street and  
Dewey Street.  
During the discussion, it was noted that there are no standard pedestrian  
crossing signs in either direction on Dewey Street to notify drivers of  
potential pedestrian crossings. Alder Vanderkin made a motion to install  
regular, non-flashing pedestrian crossing signs for both directions of traffic  
at the intersection of South 14th Street and Dewey Street, as well as to  
position mobile pedestrian crossing signs in the spring.  
Moved by Vanderkin, seconded by Beeman, that this Request be approved and  
referred to council. The motion carried by the following vote:

Dangerous Prohibited Animal objection by Rosemary Vallejo for Luna.  
Rosemary Vallejo detailed her efforts to collaborate with Luna in  
addressing her behavioral concerns. Dr. Gardner from Mishicot Veterinary  
Clinic was also present, having examined Luna and confirmed that she is  
not an aggressive dog and has never posed any issues during her  
treatment. Additionally, Dr. Gardner mentioned that she and Rosemary  
have explored various strategies to ensure the safety of Luna and everyone  
around her. To enhance Luna's security, Rosemary obtained a fencing  
barrier, a choker collar, and a harness. The Public Safety Committee  
approved the appeal against the order declaring Luna as a prohibited  
dangerous animal. Luna will be allowed to remain in the City of Manitowoc.

Moved by Vanderkin, seconded by DeBaets, that this Action Item be approved

the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the  
governmental body to convene in closed session for the purpose of considering financial, medical,  
social or personal histories or disciplinary data of specific persons, preliminary consideration of  
specific personnel problems or the investigation of charges against specific persons except where  
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect  
upon the reputation of any person referred to in such histories or data, or involved in such problems  
or investigations.
