5. Discussion and Action Items
Request for a Rectangular Rapid Flashing Beacon Pedestrian sign at
South 14th and Division Street.
Principal Lisa Delsman of Jefferson Elementary School was in attendance
and highlighted that Jefferson Elementary is mainly a walking school. She
expressed concerns regarding student safety and requested a flashing
pedestrian crossing at the intersection of South 14th and Division Street,
which is also currently monitored by a City of Manitowoc Crossing Guard.
Police Chief Reimer and Engineering Division Manager Greg Minikel
joined the discussion to explore options and costs related to installing an
RRFB (Rectangular Rapid Flashing Beacon) crosswalk light/sign. Chief
Reimer noted that the intersection of 14th and Division is particularly busy
and would still require a crossing guard, even with an RRFB in place.
Manitowoc Public School District Building and Grounds Coordinator Mike
Schwarz was also present and indicated that the MPSD is prepared to
cover the expenses associated with the RRFB installation. A motion was
made to approve the installation of an RRFB at South 14th and Division
Street, contingent upon the school district agreeing to cover the costs.
Moved by Reckelberg, seconded by DeBaets, that this Action Item be approved
and referred to council. The motion carried by the following vote:
