Finance Committee Chair Alderperson Sitkiewitz declared the meeting open for  
public comment. In accordance with policy, the public comment portion of the  
meeting is not made part of the official record.  
4. Consent Agenda  
These items will be approved by one motion unless any Committee Member wishes to remove an  
item for discussion.  
Any Committee Member may request removal of any item from the Consent Agenda, and such item  
shall be removed without debate or vote. Any item or part thereof removed from the Consent  
Agenda shall be separately considered.

Notice is hereby given that the above governmental body may adjourn into a closed  
session during the meeting as authorized by Section 19.85(1)(a) of the Wisconsin  
Statutes, which authorizes the governmental body to convene in closed session for  
the purpose of deliberating concerning a case which was the subject of any judicial  
or quasi-judicial trial or hearing before that governmental body.  
The specific subject matter that may be considered in closed session is:  
Two Year Operators License (#250289) for M. Richter; recommending denial of  
the license pursuant to Wisconsin State Statute 111.335  
Two Year Operators License (#250292) for M. Reyes; recommending denial of  
the license pursuant to Wisconsin State Statute 111.335  
Two Year Operators License (#250293) for J. Kralovetz; recommending  
approval of the license pursuant to Wisconsin State Statute 111.335  
Notice is hereby given that the above governmental body may adjourn into a closed  
session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin  
Statutes, which authorizes the governmental body to convene in closed session for  
the purpose of deliberating or negotiating the purchasing of public properties, the  
investing of public funds, or conducting other specified public business, whenever  
competitive or bargaining reasons require a closed session.

termination of the Development Agreement with River Landing Developers LLC  
and repurchase the property per the terms of the agreement. The motion carried

Ordinance to amend Section 11.220 of the Manitowoc Municipal Code  
Regulating Animal Licenses  
Moved by Schlei, seconded by Reckelberg, that this Ordinance be approved as  
presented, with the request that a memo from the Police Department be included  
on the Council agenda giving more detail and background on the reason for this  
request, including the number of complaints received, and what the  
implementation and inspection plan will look like. If this information is not  
received before the November Council meeting, Chairperson Sitkiewitz will call  
the item back to Finance Committee. The motion carried by the following vote:

Initial Resolution Regarding Revenue Bond Financing for Immanuel Evangelical  
Lutheran Church, Inc. Project. Information with respect to the job impact of the

Engagement. The motion carried by the following vote:

This Item was discussed and held for further discussion at future Finance
