5. Discussion and Action Items  
23-0736 Request for "No Parking - Loading Zone" at 810 South 18th Street.  
A motion was made to table this item until November when the construction  
in the area is complete. The committee requested contact be made with  
Wisconsin Aluminum Foundry to determine what their parking  
arrangements will be.  
Moved by Boldt, seconded by Beeman, that this Request be tabled and brought  
back in November. The motion carried by the following vote:

Request for flashing pedestrian signs at the intersections of North 18th and  
New York Avenue and North 18th and Wisconsin Avenue.  
Attachments:  
Engineering Division Manager Greg Minikel reviewed the area and feels  
the best location for flashing pedestrian crossing would be New York  
Avenue and North 18th Street. A motion was made to approve the request  
and add it to the 2024 project budget.

Discussion on Manitowoc Municipal Code 6.120 Lighting Fires.  
A motion was made to direct Fire Chief Blaser to work with the City  
Attorney to review and draft necessary amendments to MMC 6.120. This  
should be brought back to Public Safety once complete.

Ordinance to amend section 18.090 of the Manitowoc Municipal Code  
regulating Electrical Permits.  
Moved by Vanderkin, seconded by Kaderabek, that this Ordinance be approved

Ordinance to amend section 16.150 of the Manitowoc Municipal Code  
regulating Minimum Property Maintenance Standards.

Inspection Supervisor Bill Nichols explained this ordinance was amended  
to require landlords of single units to provide garbage disposal services to  
their tenants. Furthermore, this amendment also better defines temporary  
housing and allows temporary housing to be established for 10 days in a  
12-month period instead of 30 days.  
A motion was made by Alder Vanderkin to approve the ordinance and  
seconded by Alder Boldt. An amendment to the motion was made by Alder  
Bolt to strike section 1(2) defining recreational vehicles and temporary  
housing and section (3)(b) the number of days a person is permitted to stay  
on a premises and seconded by Alder Kaderabek. Alder Vanderkin voted  
no to the amendment.

Notice is hereby given that the above governmental body may adjourn into a closed session during  
the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the

specific personnel problems or the investigation of charges against specific persons except where  
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
