Alder Reckelberg called the meeting to order.

Various property owners appeared to speak on the necessity of sidewalk  
construction for the public health and safety in various blocks of the Royal  
Oaks Subdivision.  
Previously Submitted Public Input  
3. Determination of necessity of sidewalk construction for the public health and  
safety in various blocks of the Royal Oaks Subdivision  
Construction of Sidewalks in the Royal Oaks Subdivision at the following  
locations; 2500, 2600, and 2700 blocks of Knuell Street, 2500, 2600, and 2700  
blocks of Red Fox Lane, and 4300 and 4400 blocks of Deerbrook Lane  
Moved by Nycz, seconded by Beeman, to not determine sidewalks necessary for  
the public health and safety in the 2500, 2600, and 2700 blocks of Knuell Street,  
2500, 2600, and 2700 blocks of Red Fox Lane, and 4300 and 4400 blocks of  
Deerbrook Lane. The motion carried by the following vote:  
4 - Koski, Reed, Nycz and Beeman  
1 - Reckelberg

4. Bids for Manitowoc Marina Dock Replacement Project, Project #WO-24-22  
City Clerk reported having received four (4) e-bids. Same were opened  
and accepted online through Quest, and are as follows:  
Lunda Construction, Bid Bond, $1,525,556.00  
McMullen and Pitz Construction Company, Bid Bond, $1,634,329.24  
Michels Construction, Inc., Bid Bond, $1,766,305.00  
J.F. Brennan Company, Inc., Bid Bond, $2,229,480.00  
A motion was made by Nycz, seconded by Beeman, to refer the bids to the  
Director of Public Infrastructure for tabulation and recommendation. The motion  
carried by the following vote:

5. Bids for Buffalo & Chicago Streetscape, Project #WS-24-23  
City Clerk reported having received one (1) e-bid. Same was opened and  
accepted online through Quest, and are as follows:  
Vinton Construction Company, Bid Bond, $121,392.00  
A motion was made by Nycz, seconded by Beeman, to refer the bids to the  
Director of Public Infrastructure for tabulation and recommendation. The motion  
carried by the following vote:

City Clerk reported having received two (2) e-bids. Same were opened  
and accepted online through Quest, and are as follows:

Vinton Construction Company, Bid Bond, $99,078.00  
A motion was made by Nycz, seconded by Beeman, to refer the bids to the  
Director of Public Infrastructure for tabulation and recommendation. The motion  
carried by the following vote:

City Clerk submitted the following City Engineer's estimates for approval  
and payment:

WS-24-3, Est. 2, $19,923.14  
JT Rams, Rahr West Roof Replacement, WB-24-16, Est. 1 & Final,  
$205,138.00  
A motion was made by Nycz, seconded by Beeman, to approve the payments.  
The motion carried by the following vote:
