Alder Schlei declared the meeting open for public comment. In  
accordance with policy, the public comment portion of the meeting is not  
made part of the official record.  
These items will be approved by one motion unless any Committee Member wishes to remove an  
item for discussion.

Moved by Reckelberg, seconded by Beeman, to accept the Consent Agenda

5. Discussion and Action Items  
Discussion to convert the north side of Washington Street from South 21st  
Street to South 25th Street to no parking.  
Attachments:  
James Behnke owner of Manitowoc Trophy was present to express his  
concern about eliminating the parking in front of his business at 2402  
Washington Street. James has many customers that park there due to the  
limited parking in the area. At this time there will not be a change to the  
parking due to reconstruction in the future.  
Moved by Reckelberg, seconded by Beeman, that this Action Item be placed on  
file. The motion carried by the following vote:

Aye:  
Police Department out-of-state travel request - ILEETA (International Law  
Enforcement Educators & Trainers Association), St. Louis, MO.  
Out-of-state training and/or travel requires approval of the employee's  
oversight committee, in addition to their Department Head.  
Moved by Boldt, seconded by Reckelberg, that this Action Item be approved. The  
motion carried by the following vote:

Discussion regarding pedestrian crossing signage on South 18th Street  
near Wisconsin Aluminum Foundry.  
A motion was made to direct the Public Infrastructure Department and City  
Attorney's Office to work with Wisconsin Aluminum Foundry and bring a  
draft plan back to the committee.  
Moved by Boldt, seconded by Reckelberg, that this Action Item be tabled until a  
draft plan can be presented to the Committee. The motion carried by the  
following vote:

Ordinance to amend section 17.060 of the Manitowoc Municipal Code  
regulating Plumbing and 18.090 Electrical Permit Fees.  
Assistant City Attorney Majerus explained this code was recently approved  
and after staff learned there was an ordinance that laid out the fee  
schedule. This is an amendment to the ordinance stripping out the fee  
schedule and noting the current schedule is on file with the City and can be  
requested from the inspection staff.  
Moved by Reckelberg, seconded by Boldt, that this Ordinance be adopted and  
referred to Council. The motion carried by the following vote:

Ordinance to amend 31.200 of the Manitowoc Municipal Code Prohibited  
Signs.  
After calling item 22-0146 it was learned by members of the public they  
were advised the entire sign ordinance was being discussed. The Public  
comment portion of the meeting was reopened to allow comments.  
3. Public Comment  
Alder Schlei reopened the Public Comment portion of this meeting due to  
the number of citizens wishing to speak. In accordance with policy, the  
public comment portion of the meeting is not made part of the official  
record.  
Ordinance to amend 31.200 of the Manitowoc Municipal Code Prohibited  
Signs.  
A motion was made to adopt this ordinance with a provision to amend  
subsection (3) to amend the distance within or near the right-of-way from 5  
feet to 3 feet.  
Moved by Boldt, seconded by Beeman, that this Ordinance be adopted as  
amended and referred to Council. The motion carried by the following vote:

An Ordinance to amend section 10.490 of the Manitowoc Municipal Code  
regulating two-hour parking on South 16th Street at Wollmer Street.  
Moved by Boldt, seconded by Beeman, that this Ordinance be adopted and  
referred to Council. The motion carried by the following vote:
