Mayor declared the meeting open for a public hearing on this  
matter.

Operation of a Recycling Facility located at 1107 Franklin Street

of Plate Enterprises, notifying the City that he is closing his recycling  
business which then terminates a 2020 issued Conditional Use Permit.  
The Plan Commission also recommends that the Council grant Mr. Plate's  
request granting him until May 31st, 2023 time to clean up the building and  
process all the current materials on the site.
