Approval of the Consent Agenda  
Moved by Brey, seconded by Sitkiewitz, to accept the Consent Agenda items as  
amended. The motion carried by the following vote:

Report out of City Attorney's Office Initiatives January, 2024  
Alder Sitkiewitz asked that item 23-1104 Report out of City Attorney's  
Office initiatives January, 2024 be removed from consent. Alder Sitkiewitz  
had a question on this report item: River Point - Lease termination  
discussions and relocation with Braun Building to facilitate sale to  
developer; Braun noted they can be out by January 2025 - the City has  
noticed they must be out by January 2024; the developer is ready when the  
City has the property ready. City Attorney Eric Nycz gave an update to the  
committee about this topic.  
Moved by Sitkiewitz, seconded by Kaderabek, that this agenda item be placed  
on file. The motion carried by the following vote:

Letter from Richard Moehling-Police Department-Regarding Residency  
Police Chief Nick Reimer and Police Officer Richard Moehling explained to  
the Committee the reasons behind the requests to waive the residency  
requirement in the union contract.  
Moved by Kaderabek, seconded by Sitkiewitz, that this residency request be  
approved and referred to council. The motion carried by the following vote:

Approval of side letter with IAFF Local 368 - Restructuring of Fire Rescue  
Department and Reclassification of Captain to Lieutenant  
Fire Chief Todd Blaser explained to the Committee the background of the  
reorganization of the Fire Rescue Department in January, 2024 where  
three Battalion Chief positions were added to the department and the wish  
to reclassify the one remaining Captain to a Lieutenant and no longer have  
Captain positions with Manitowoc Fire Rescue.  
Moved by Brey, seconded by Sitkiewitz, that this request for a side letter with  
IAFF Local 368-restructuring of Fire Rescue Department and reclassification of  
Captain to Lieutenant be approved and referred to council. The motion carried  
by the following vote:
