1. Call to Order  
Vice Chair Brian Anderson called the meeting to order at 5:30 p.m.

These items will be approved by one motion unless any Committee Member wishes to remove an  
item for discussion.  
REMOVAL OF CONSENT AGENDA ITEMS: None  
Any Committee Member may request removal of any item from the Consent Agenda, and such item  
shall be removed without debate or vote. Any item or part thereof removed from the Consent  
Agenda shall be separately considered.  
Approval of Minutes from the April 1, 2026 Public Infrastructure  
Committee Meeting  
Moved by Sitkiewitz, seconded by Brey, that the April 1, 2026 PI Committee  
Minutes be approved. The motion carried by the following vote:

6. Discussion and Action Items  
26-0409 Request from Jeff Vogel to move stop sign at N. 14th & New York Avenue  
Jeff Vogel was present and requested moving the stop sign at N 14th and New  
York. G. Minikel doesn't feel a stop sign is needed at this location and  
recommends removing.  
Moved by Sitkiewitz, seconded by Brey, to remove the stop sign at N. 14th & New  
York Avenue be approved and referred to council. The motion carried by the  
following vote:

Aye:  
Request to add rock in ditch area - Carrie Lane & Harvest Circle  
G. Minikel explained that the ditching project was done in 2023. He explained  
that Steve VandeGrift reached out requesting to put stone/rock in the ditch area  
as he was having trouble maintaining.  
Steve explained that he has put down grass seed but it doesn't take and there is  
standing water. He would like to put stone and flat rock to divert the water away.  
E. Sitkiewitz said he is familiar with the area and it is unique the way the water  
runs. He didn't have an issue with the request as long as it doesn't cause  
issues with the pitch.  
G. Minikel said we could have the City Surveyor shoot grades to help. The City  
would have the property owner sign and Understanding of Acceptance as well  
as a ROWay Use Permit.  
Moved by Sitkiewitz, seconded by Brey, to work with Engineering Department  
and with the guidance of Public Works to lay stone and rock for proper drainage  
was approved and referred to council. The motion carried by the following vote:

Policy for Regulating Intersections  
G. Minikel explained that Ald Reckelberg requested a committee to discuss  
intersections.  
D. Koski said there has been discussion with controlled and uncontrolled  
intersections. The City Attorney drafted a Policy for regulating intersections.  
The citizen would complete the form and then it would go to the Ad-Hoc  
Committee to discuss. This Committee would determine if the request would  
be approved or denied. If denied, the citizen would have the option to bring to  
Standing Committee level for discussion and a vote.  
Moved by Brey, seconded by Benzinger, that this Policy be referred to the Public  
Safety Committee. The motion carried by the following vote:

Aye:  
Manitowoc County Adopt a Highway Program, recommending reaching out  
to County or Private Group for continuation of Adopt a Highway along  
Rapids Road from Hwy 151 to Waldo Blvd  
G. Minikel explained the County Highway Commissioner asked for the Rapids  
Road area from Calumet (Hwy 151) to Waldo Blvd is no longer part of the Adopt  
a Highway program as it was turned over to the City.  
E. Sitkiewitz asked if they already had people in place and would like the City to  
reach out to the County to see if they would continue collecting from Rapids  
Road.  
Moved by Sitkiewitz, seconded by Brey, that the Engineering Dept work with the  
County or Private Group to continue to maintain Rapids Road in the Adopt a  
Highway Program. This was approved for consent agenda. The motion carried  
by the following vote:

Aye:  
Request to Change the meeting time for the Public Works Committee to  
the first Thursday of the Month  
The Public Works Committee will now meet on the first Thursday of the Month  
at 5:30 p.m.

Jodi Brey, that the meeting was adjourned at 6:11 p.m. The motion carried by
