Jeff Vogel was present and requested moving the stop sign at N 14th and New
York. G. Minikel doesn't feel a stop sign is needed at this location and
recommends removing.
Moved by Sitkiewitz, seconded by Brey, to remove the stop sign at N. 14th & New
York Avenue be approved and referred to council. The motion carried by the

Request to add rock in ditch area - Carrie Lane & Harvest Circle
G. Minikel explained that the ditching project was done in 2023. He explained
that Steve VandeGrift reached out requesting to put stone/rock in the ditch area
as he was having trouble maintaining.
Steve explained that he has put down grass seed but it doesn't take and there is
standing water. He would like to put stone and flat rock to divert the water away.
E. Sitkiewitz said he is familiar with the area and it is unique the way the water
runs. He didn't have an issue with the request as long as it doesn't cause
issues with the pitch.
G. Minikel said we could have the City Surveyor shoot grades to help. The City
would have the property owner sign and Understanding of Acceptance as well
as a ROWay Use Permit.
Moved by Sitkiewitz, seconded by Brey, to work with Engineering Department
and with the guidance of Public Works to lay stone and rock for proper drainage
was approved and referred to council. The motion carried by the following vote:

Policy for Regulating Intersections
G. Minikel explained that Ald Reckelberg requested a committee to discuss
intersections.
D. Koski said there has been discussion with controlled and uncontrolled
intersections. The City Attorney drafted a Policy for regulating intersections.
The citizen would complete the form and then it would go to the Ad-Hoc
Committee to discuss. This Committee would determine if the request would
be approved or denied. If denied, the citizen would have the option to bring to
Standing Committee level for discussion and a vote.
