5. Discussion and Action Items  
Jefferson Elementary School request for stop signs to be installed on South  
15th at Division Street and on South 15th at Manila Street.  
Principal Lisa Delsman of Jefferson Elementary School has proposed this  
request following a safety audit conducted on the school premises. The  
audit identified the top five measures to enhance student safety. The  
primary concern highlighted was the lack of control on the streets  
surrounding the school. Principal Delsman is advocating for the installation  
of stop signs at these intersections and suggesting the use of orange flags  
on the new signs to alert drivers to the changes.  
Moved by Beeman, seconded by DeBaets, that this Request be approved and  
referred to Council. The motion carried by the following vote:

Ordinance to amend Section 16.010 of the MMC regulating Building  
Regulations.  
Moved by Cummings, seconded by DeBaets, that this Ordinance be approved and

Automatic Aid Agreement between the City of Manitowoc and the Branch  
Fire Rescue Department.

FEMA Port Authority Security Grant  
Due to staffing issues the United States Coast Guard will not have Coast  
Guard presence in Manitowoc County. Applying for this grant presents an  
opportunity for Manitowoc Fire Rescue Department to secure funds to  
enhance the protection of our lakeshore and harbor.  
Moved by Cummings, seconded by Beeman, that this Request be accepted and  
referred to Council. The motion carried by the following vote:
