5. Discussion and Action Items  
Traffic concern/property damage at 823 North 9th Street; recommending  
the installation of ground mount reflective delineator posts along the curve's  
terrace.  
Police Chief Reimer recommended placing ground mount reflective  
delineator posts along the curve's terrace area. In addition, a double yellow  
centerline through the curve area has been added to the 2024 epoxy  
pavement marking program. Alder Vanderkin made a motion to install the  
recommended ground mount reflective delineator posts, the motion was  
then amended to include reviewing the area in one year.  
Moved by Vanderkin, seconded by Cummings, that this Action Item be approved  
and referred to Council. The motion carried by the following vote:

Request for a painted turn lane in the eastbound approach at South 10th  
Street and Dewey Street.  
Engineering Division Manager, Greg Minikel provided two options to  
consider. A motion was made to approve option one the south most lane  
being a right turn only. The lane adjacent to the centerline would be  
designated as a through and left turn movement. Parking will be removed  
along the south curbline of South 10th Street for a distance of 95 feet to the  
west to accommodate the lane designations.  
Moved by Vanderkin, seconded by Cummings, that this Request be approved and  
referred to Council. The motion carried by the following vote:

Installation of Rectangular Rapid Flashing Beacons for the south crosswalk  
at North 10th Street and Buffalo Street.  
Housing and Business Development Planner, Kaitlin Piazza, was present  
to explain this request. Every year the downtown area is looked at to  
develop trees, pedestrian crossing, or lighting to make our downtown more  
pedestrian friendly. This year Buffalo Street and Chicago Street are being  
looked at to repair some sidewalks and curbing and to add focus to the  
River Point pedestrian traffic now and into the future. This request is to add  
a flashing beacon to create more awareness for pedestrian traffic as River  
Point is developed. A motion was made by Alder Cummings but failed for  
lack of second. A second motion was made to place the item on file.

Sex Offender Residency Board Appeal for Adam Christel; recommending  
approval for 90 days in a TLP home.  
A motion was made to approve Police Chief Reimers recommendation for  
90 days in a TLP home only.

Ordinance to amend Section 11.180 of the MMC regulating Commercial  
Quadricycles (Pedal Pubs).  
Attachments:  
Police Chief Reimer would recommend changing the amended ordinance  
to allow operation at 8:00 a.m. on weekends (Saturday and Sunday) and  
Federal Holidays. This is in addition to the operating hours of 10:00 a.m.  
and 10:30 p.m.  
Moved by Cummings, seconded by Beeman, that this Ordinance be approved  
and referred to Council. The motion carried by the following vote:
