The Meeting was called to order by Chairman Czekala at 5:30 p.m.

These items will be approved by one motion unless any Committee Member wishes to remove an  
item for discussion.  
REMOVAL OF CONSENT AGENDA ITEMS:  
Any Committee Member may request removal of any item from the Consent Agenda, and such item  
shall be removed without debate or vote. Any item or part thereof removed from the Consent  
Agenda shall be separately considered.  
Approval of the Minutes from the March 6th, 2024 Public Infrastructure  
Committee Meeting  
A motion was made by Vice Chair Tim Boldt, seconded by Member Michael  
Cummings, that the Minutes from the March 6th, 2024 meeting were  
approved. The motion carried by the following vote:

6. Discussion and Action Items  
Resolution approving the City of Manitowoc and City of Two Rivers  
adjusted Urban Area Boundary  
Attachments:  
The City of Two Rivers will be voting on item at their Council Meeting.  
A motion was made by Vice Chair Tim Boldt, seconded by Member Chad  
Beeman, that the Resolution approving the City of Manitowoc and City of Two  
Rivers adjusted Urban Area Boundary was adopted and referred to Council.. The  
motion carried by the following vote:

Aye:  
PC 1-2024: Request for a Gas Easement; Wisconsin Public Service  
Corporation, South of Franklin Street, parts of SW 1/4 of the NW 1/4,  
Section 30, Township 19 North, Range 24 East. (Parcel #’s 000-253-040,  
000-254-040, 000-365-010, & 000-255-040), recommending approving  
G. Minikel said Wisconsin Public Service is looking to run a gas line and is  
working with the City to coordinate with Franklin Street project.  
A motion was made by Vice Chair Tim Boldt, seconded by Member Michael  
Cummings, that the Request for Gas Easement for Parcels #'s 000-253-040,  
000-254-040, 000-365-010 & 000-255-040 was approved for consent agenda. The  
motion carried by the following vote:

Aye:  
PC 1-2024: Request for a Gas Easement; Wisconsin Public Service  
Corporation, parts of Lots 9 and 10, Block 175 Original Plat. (Parcel #  
000-175-100)  
G. Minikel said that there are currently two separate easements that were  
drafted by two separate individuals for the same parking lot. Greg requested  
more time to look to see if there is an existing easement. Wisconsin Public  
Service said they will have their designer look into it and see if they can use the  
existing easement.  
Will bring back in May.  
This Easement was tabled for the May meeting.  
St Marys Cement HAP Grant Dredging Project, recommending approval of  
the project  
A motion was made by Member Todd Reckelberg, seconded by Member Michael  
Cummings, that the Request for St Marys Cement HAP Grant Dredging Project  
was approved for consent agenda. The motion carried by the following vote:

Park Rules Ordinance Review and Update - 8.230 Regulation of Parks and  
Related Facilities  
This Ordinance was tabled until May

A motion was made by Vice Chair Tim Boldt, seconded by Member Michael  
Cummings, that the meeting was adjourned at 5:49 p.m. The motion carried by  
the following vote:
